This is no rumor. TMZ is reporting they have a sex-tape and its currently being shopped around to the highest bidder. TMZ has actually seen part of it and confirm this. Even Tameka Foster has confirmed this via twitter by tweeting the following with Necole Bitchie:

Wow. Now, I don't know how to feel about this. On one hand I would LOVE to see Usher naked and in action after a decade and a half of him singing about how good his loving is. But on the other hand I'm not too trilled to see his manly looking ex Tameka in action. But when it does leak, Im sure I'll peak.
